What is QESCO?

QESCO, or Quetta Electric Supply Company (کوئٹہ الیکٹرک سپلائی کمپنی), operates as a power distribution company in Balochistan, covering 43% of Pakistan’s area. It is responsible for supplying power to the entire Balochistan region except for Lasbela district.

It started operating on July 1, 1998, following the corporate conversion and commercialization of WAPDA. QESCO took over the management of WAPDA’s (واپڈا) assets and liabilities, after the reorganization of the former Energy District Board into a corporation. Currently, the Ministry of Water and Power of the Government of Pakistan administers QESCO.

Despite having the smallest number of consumers, QESCO is under immense pressure due to a high demand for power from agricultural consumers who account for 70-80% of the demand.

The system is currently facing low voltage issues due to the long distances from generating sources and the availability of a single 220 KV source from Guddu. The peak demand for power is expected to reach 1659 MW by 2015 with an 8% annual growth rate. To address this issue, two 2×220 KV transmission lines have been approved for funding at a cost of Rs 5.437 and 5.089 billion, respectively. The safe drawl of power is currently 721 MW, but with the commissioning of these sources, an additional 600-700 MW of power will be made available for the province, thus alleviating the low voltage profile issues.

QESCO is transitioning from a public to a private organization, and measures are being taken to improve load management, including plans for rental power houses in Quetta, Sibi, and Khuzdar. These measures will help eliminate the low voltage profile problems that are prevalent throughout the region. If you are living in Multan, you may need to check MEPCO Bill.

QESCO Bill Calculation and Formula

Calculating your QESCO electricity bill involves several components, including unit-based charges, fixed fees, surcharges, and taxes. The primary factor is your consumption, where QESCO uses a slab system to determine the rate per unit. For example, lower consumption up to 50 units is billed at a reduced rate, while higher usage over 200 units is charged at a significantly higher rate. As your usage crosses these slabs, the cost per unit increases, making it essential to manage electricity consumption carefully to avoid higher charges.

In addition to unit-based charges, fixed fees like the meter rent and TV fee are applied to your bill every month. Surcharges such as the Fuel Cost Surcharge (F.C Surcharge) and Fuel Price Adjustment (FPA) cover fluctuations in fuel prices used for electricity generation, and they add up as per your unit consumption. Furthermore, taxes like General Sales Tax (GST) and Electricity Duty are calculated as percentages of your total bill, with GST typically at 17% and Electricity Duty around 1.5-2%.

To avoid late payment penalties, it’s essential to pay your bill within the due date. If not, a late payment surcharge—often 10% of your total bill—is added. By breaking down the different elements of the QESCO bill, such as slab rates, surcharges, and taxes, our QESCO Bill Calculator helps you estimate the amount payable, ensuring you’re aware of your monthly electricity costs and avoiding surprises when the official bill arrives.
